Android TRANSPORT Options -- no BlueTooth or WiDi? [closed]

We have applications running on multiple Android devices in vehicles. The devices do not have 3G/4G but they all have WiFi and BT. My understanding from all the forum posts, etc. is that BT and WiDi are NOT supported as proximal networks for android services -- so the only way to connect is a WLAN or LAN?? In our experiments, there is no wireless network and we dont want to use cellular for sending data peer to peer.

Has anyone tried setting IP addresses through the Android P2P WiDi functions so that the TCP transport would just work?

Any suggestions or comments would be very helpful. Thanks!
