There is an important difference between Base Services and HAE Service Framework.

Base Services are abstractions defined on top of AllJoyn Core that provide IoT-related functionality viz. simple load/store persistent configuration values, send/receive alert messages and wireless configuration of headless devices.

HAE Service framework, on the other hand, is looking to develop standard interface definitions for appliances in SmartHome scenarios. You can find the definitions/specifications here (it looks to be recent content).

Base Services and HAE Services Framework are independent and separate projects.
